LOCAL ELECTED LEADERS
Lucius Serve
Help officials understand government, prepare for meetings, make informed policy decisions, exercise stronger oversight, maintain institutional context, and respond more effectively to constituents.
COMMON WARD LABS
Common Ward Labs is building practical AI tools that help people navigate the work of local democracy with greater knowledge, capacity, and confidence.
THE PROBLEM
Local elected leaders may govern without policy or constituent-service staff. Civic groups must navigate public processes scattered across meetings, agencies, documents, and deadlines. First-time candidates can encounter an intimidating maze of rules and campaign administration before they ever reach a voter.
Common Ward Labs is exploring how AI can responsibly make some of the professional capacity available to well-resourced institutions accessible to many more people. The goal is not to automate democratic judgment. It is to help people understand context, find reliable information, and do civic work well.
MEET LUCIUS
Lucius is the product platform Common Ward Labs is developing to expand civic capacity across three moments in local democracy: serving in office, organizing with others, and preparing to run.
LOCAL ELECTED LEADERS
Help officials understand government, prepare for meetings, make informed policy decisions, exercise stronger oversight, maintain institutional context, and respond more effectively to constituents.
CIVIC GROUPS & COALITIONS
Help groups build institutional memory, coordinate people, research issues, follow public processes, and sustain effective civic participation over time.
PROSPECTIVE LOCAL CANDIDATES
Lower the practical barriers to running for office by making campaign setup, procedural guidance, deadlines, and basic professional campaign infrastructure more accessible.
CURRENT FOCUS
Lucius Serve is being designed for local elected leaders who are expected to understand complex public business without the benefit of a dedicated policy, research, or constituent-services staff.
Meeting preparation is the first place we are building because it is foundational. A meeting brings together the decisions, recommendations, costs, history, and public context that an elected leader needs to understand before acting.
The larger product vision goes well beyond the meeting packet. Over time, Lucius Serve is intended to help officials understand context across meetings, navigate the machinery of government, follow issues as they develop, exercise stronger oversight, preserve institutional memory, and respond to constituents with better information.
THE LARGER THESIS
Well-resourced public officials have legislative aides and policy analysts. Well-resourced campaigns have managers, consultants, and compliance professionals. Large civic organizations have researchers, organizers, and communications teams. Most participants in local democracy do not.
| Lucius product | Capacity available to well-resourced users | What Lucius aims to make more accessible |

ABOUT
Common Ward Labs is an early-stage civic technology project founded by Kevin Curley, a longtime public servant and former local elected official currently studying at Harvard Kennedy School.
The project is being developed through research, prototyping, and conversations with local officials and civic-technology practitioners. The immediate goal is straightforward: build something useful for one group of public servants, put it in their hands, and learn from how they use it.
